Vietnam's first chip fab faces a 2027 reality check; Viettel says schedule holds

Reuters found no fab buildings at the Hanoi-area site and reported that an ASML equipment deal was still unsigned. Viettel says the project remains on plan; the official public target is trial production by the end of 2027.

Vietnam's plan to begin trial production at its first domestic semiconductor fabrication plant by the end of 2027 is facing a public progress test.

A Reuters visit and October satellite imagery found no fab buildings at the site. The report also said talks over a deep-ultraviolet lithography machine had not produced an agreement. Viettel, the state-owned project developer, told Reuters that work remained aligned with the established plan and schedule.

What changed on October 26

The new information is not a formal postponement. Reuters reported physical evidence of limited visible construction and cited a person with direct knowledge who considered the 2027 target unlikely. That assessment should be read as sourced reporting, not as a revised government timetable.

What the official target actually says

At the January 16 groundbreaking, Viettel chairman Tao Duc Thang said the group would complete construction, receive technology transfer and begin trial production by the end of 2027. The 2028–2030 phase was assigned to process optimization and production efficiency.

Why the equipment talks matter

A lithography scanner prints circuit patterns on wafers and is a central part of a fab line. Reuters said three people familiar with the matter described months of talks with ASML over a deep-ultraviolet machine. The report could not establish why an agreement had not been reached, which model was involved or whether export controls would apply.

Viettel disputes the delay framing

Viettel told Reuters that the project was progressing in line with its established schedule and that work was proceeding in phases. The company did not publish a milestone table, equipment order or new construction image, so the statement does not independently resolve the gap between the public target and the reported site condition.

What readers should watch next

The most useful next evidence would be a dated construction milestone, a disclosed lithography order, a named technology-transfer partner or an official change to the 2027 target. Until then, “likely to miss” remains Reuters’ sourced assessment, while “on schedule” remains Viettel’s position.
