UK regulator proposes tighter oversight of Microsoft business software—but nothing changes yet
The CMA’s provisional strategic-market-status finding opens a consultation on switching, bundling, Copilot and cloud choice. A final designation is due by February 2027, and any remedies would be a later step.

Britain’s Competition and Markets Authority has proposed designating Microsoft with strategic market status for its business software ecosystem. The provisional finding focuses on the company’s position across operating systems, productivity, security, server and database software, and the switching barriers customers may face.
The announcement does not change Microsoft products or contracts today. Consultation runs to November 13, and the CMA’s statutory deadline for a final designation decision is February 13, 2027. Any conduct requirements would require further evidence and separate action.
A proposal, not a final designation
The official case page says the CMA is consulting on a proposed decision. That distinction matters: Microsoft has not yet received a final SMS designation from this announcement, and the regulator has not found wrongdoing.
Businesses do not need to treat the headline as an immediate change to Microsoft 365, Windows, security products, Copilot or existing contracts. The next formal milestone is the consultation response deadline.
What the regulator wants to test
Reuters reports that the CMA sees a strong position across PC operating systems, productivity, security, server and database software, reinforced by customer switching barriers.
The planned evidence work includes whether customers can choose and combine rival AI tools, whether security bundling limits choice, and how Microsoft licensing affects cloud options. Those are questions under examination, not remedies already imposed.
Microsoft disagrees, and cloud is a separate track
Microsoft told Reuters that it does not share the CMA’s view and that its products, including Copilot, are open and interoperable. That response belongs alongside the provisional finding because the consultation is still open.
The CMA also said Microsoft and Amazon Web Services had taken some steps on cloud switching and interoperability but could do more. The regulator kept open the possibility of a separate cloud investigation; that is not the same as this business-software proposal.
What customers should watch next
The official schedule sets November 13 for consultation responses and February 13, 2027 as the statutory final-decision deadline. Between those dates, the CMA may gather more evidence and hear oral representations.
For buyers, the meaningful signals will be a final designation notice and then any specific conduct requirement. Until then, procurement teams can document switching costs, interoperability problems and licensing constraints without assuming a particular remedy.
